You can check what values are acceptible when you place the cursor on the field, or you can choose a value from the drop-down list containing the objects that are already known to ICS CUBE. There is three ways this rule can be implemented (depending on the object):

WayAction
To an objectWill be applied to a group or a user. With this implementation, each group (even if it contains sub-groups in it) will have the connection number, that is set in the rule.
To every userWill be applied to a group or a user. With this implementation, each user, including users in groups, will have the connection number, that is set in the rule.
To every ipWill be applied to a group or a user. With this implementation, each ip-address that user has, including users in groups, will have the connection number, that is set in the rule.

If the “restrict to ICS CUBE” checkbox is marked, the rule will also count connections, income to ICS CUBE (for example, access to the ftp or web-interface).
